Bud was born on February 7, 1940 in Louisville, KY to the late Carroll and Ruby Gowens. He was a graduate of Western Kentucky University. He began his career with the city of Jeffersonville in 1963 working for the Department of Redevelopment and Housing Authority. Shortly after his employment he was promoted to Executive Director of both agencies and served the city in that capacity until his retirement in 2005. During his career he was responsible for the redevelopment of the Claysburg Community Development Area including the Boy's and Girl's Club, the revitalization of Spring Street, the development of Duffy's Landing and the initial stages of the riverfront redevelopment.
As Executive Director for these agencies he served mayors Vissing, Orem, Parker, Galligan, Waiz and Moore. He was a member of the National Association of Housing and Redevelopment Officials; the KIPDA Regional Planning Authority; was a member of the founding class of Leadership Clark County; a member of the YMCA and many other community organizations.
Bud was a member and Deacon at Eastern Heights Baptist Church where he most recently was serving as the Chairman of the Building Committee. He enjoyed golfing, hunting, fishing, and running his bird dogs. Bud was an avid University of Kentucky fan but what he enjoyed most was spending time with his loving family.
Bud is survived by his loving wife of 54 years, Mary Garrison Gowens; two daughters, Gretchen Smith and her husband Kevin; Dawn Bodine; a sister, Linda Hadden and her husband Arthur; brother-in-law, Paul Garrison and his wife Phylis; and three grandchildren, Spencer Smith; Riley Bechtel and her husband Friend; and Samuel Bodine.
In lieu of flowers, memorial contributions can be made to the Eastern Heights Baptist Church Building Fund. Envelopes will be available at the funeral home.
